Even if your consulate provided you an OFII form together with your visa, the process for turning your visa into a French residence permit changed at the end of February 2019 and you no longer have to apply through the OFII administration.
You must now apply on an online government platform. You will only need your passport and a bank card as you will be requested to pay a €50 tax.

Once it is done, please upload the validation attestation on your MyRegistrar intranet.
