Students leaving ESSEC Cergy campus for ESSEC Campus in Singapore

There is no inter-campus mobility grant;
1) due to lack of budget from the public authorities
2) because the Ile de France General Council considers that the Singapore campus is part of ESSEC and is therefore not a distinct university.

Therefore, as it stands, there is no help for this kind of mobility.

Students leaving for Singapore, at a university other than ESSEC

Aid exists at the level of French local authorities, in particular;

1) in French departments outside Ile de France, the Regional Council OR the County Council OR the Town Hall of your parents' principal residence.
2) in Ile de France, to be checked.

You will need to enquire directly with these organizations in your parents' main home, check the criteria and terms.
In any case, a French student who is studying in one of the Council of Europe countries retains the benefit of the higher education grant which is awarded in France on the basis of social criteria.
