CROUS Procedure: Appeals and Deadlines

If you wish to contest a final decision regarding the award or non-award of a scholarship, you have the following options:

An informal appeal (recours gracieux) to the Rector of your academy or, where applicable, to the Vice-Rector, filed within two months from the receipt of the final decision (for scholarships under the Ministries of Culture or Agriculture, this appeal must be filed with the Director of the institution).
An hierarchical appeal (recours hiérarchique) to the Minister in charge of Higher Education (or Culture or Agriculture, for programs under those ministries), filed within two months from the receipt of the final decision.
A formal legal appeal (recours contentieux) before the administrative court (tribunal administratif) of your academy's jurisdiction, filed within two months from the receipt of the final decision or the decision rejecting your informal or hierarchical appeal. This latter rejection decision can be implicit (absence of a response from the administration for two months).

Please note:

If you intend to file a formal legal appeal after an informal or hierarchical appeal is rejected, the informal or hierarchical appeal must have been introduced within 2 months from the final scholarship decision.
A second informal appeal or a hierarchical appeal following a first informal appeal does not extend the deadlines for the formal legal appeal again.
The decision to reject an informal or hierarchical appeal can be implicit (absence of a response from the administration for 2 months). In this case, you can challenge the implicit rejection decision within 2 months from the date the implicit decision is deemed to have occurred (i.e., within 4 months from the final scholarship decision).
If an explicit rejection decision occurs within 2 months after the implicit decision (i.e., within 4 months from the final scholarship decision date), you have a new period of 2 months from the notification of this explicit rejection decision to file a formal legal appeal.
